Foreword by Jacques F. Vallee, Ph.D. to UFOs and the National Security State
This English archival rendition clarifies a name, removes repetitions and supplies a sentence missing from the earlier Portuguese version. Vallée recalls offering research assistance at OSTP in September 1977; this differs from an accepted appointment or access to files. Statements about withheld records are relayed from an unnamed official. His own document and disclosure efforts lack their originals here. Conditional non-extraterrestrial and deception explanations remain alongside his speculative physical interpretation.

What we checked
All three native rendered pages and 88 authored text labels were read, totaling 1,477 words. Comparison with the previously read Portuguese foreword adds wording and collation repair, with zero duplicate underlying-foreword or independent-case credit. The prior version remains preserved. This is an undated standalone NIDS reformat rather than photographed book leaves; file creation and archival modification dates are not publication dates. Uploader Isaac Koi reports permission discussions including Vallée.
