Updated Written Testimony of Tim Gallaudet — House Oversight, 13 November 2024
Gallaudet reports receiving and later losing a Navy email, a personal communication from Chris Mellon about alleged satellite imagery, and a meeting with AARO staff. His reported contacts are distinguished from relayed imagery claims, inferred programme explanations and characterizations of agency motives. He expressly says he was not read into a special access programme. Proposed closed briefings and oversight measures remain proposals. Original messages, imagery, meeting records and independent accounts were not received.

Previously accepted 240-line supplied written-text coverage is preserved. Root actually viewed and read all seven received official House PDF layouts, including 40 numbered footnotes, repeated letterhead and the conclusion, and reviewed its frozen analytical packet/inventory. The new scope adds native-layout and attribution review with zero duplicate narrative credit. The received native heading says 13 November 2024; an older stored heading qualification says 12 November and remains preserved historically. Earlier byte identity and any revision chronology are unknown. Official hosting verifies a document route, not factual truth or oral delivery.

- For the alleged January 2015 Navy email, Gallaudet reports his own receipt and disappearance of the message. Remembered wording is approximate; disappearance from other recipients is a separate claim. The original email, headers, server records, other accounts and attached GoFast file were not received or viewed here. Programme and intelligence explanations are his inferences; he expressly reports no special-access read-in.
- Footnote 29 attributes a personal communication from Chris Mellon on 11 November 2024 concerning alleged 2017 satellite imagery and a request to help brief Congress. The communication date is distinct from the alleged imagery year. The imagery and AARO assertions are relayed; no original message, image, access grant or accomplished closed briefing was received.
- Gallaudet reports meeting an unnamed then-acting AARO director and senior staff earlier in 2024. Exact date, invitation, attendance records, minutes and audio are missing. His characterization of agency motives remains attributed interpretation. No out-of-source identity or classified access is inferred.
- Broad non-human-intelligence assertions depend on attributed whistleblower accounts; credentials do not establish their truth. Stated private roles and research affiliations are source context, not secret invitations or grant receipts. Closed briefings and new oversight institutions are proposed rather than shown to have occurred.
